v1.9 — Kill the Drift
Eliminated the dual index.html problem that caused 4 hotfix commits and left Release Notes + Dev Artifacts stale since v1.3. One file, one truth, permanently enforced.

site/index.html — the duplicate that caused sync drift
- Added
site/ to .gitignore — can never come back
- Release Notes v1.4–v1.8 — 5 missing versions backfilled (4 → 9 total)
- Dev Artifacts backfilled — 31 missing artifacts from Apr 3–5 (11 → 50 total)
- 9/9 tests pass
